MailScanner 4.50.15 not picking up new rules from sa-update

Martin,

The Advanced SpamAssassin Section does not have an option for the
SpamAssassin LOCAL_STATE_DIR option.
Also in SA.pm, there is no place where this option is read or passed on
to SpamAssassin.
I think the LOCAL_STATE_DIR option is new for SA 3.1.1, to work with
sa-update.

I am restarting MailScanner after making config changes, before checking
if they function properly.
I think Julian probably has to add the option to SA.pm and the Advanced
SpamAssassin Section in MailScanner.conf.
