How to debug IPBlock?

IPBlock is buried in CustomConfig.pm, read the comments, follow the
instructions, implement the perl script at the bottom of the file
in crontab.  Also see the FAQ on how to Rule the World (tm) with
IPBlock.  It has been in the code for a while, works great, provided
you don't have stupid typos in your IPBlock.conf file.
