Released emails still being quarantined

Do the following
 
Edit MailScanner.conf
 
Virus Scanning = %rules-dir%/virus.scanning.rules
Spam Checks = %rules-dir%/spam.scanning.rules
 
touch /etc/MailScanner/rules/spam.scanning.rules
Then add the following lines.
        From:     127.0.0.1       no
        FromOrTo: default yes
touch /etc/MailScanner/rules/virus.scanning.rules
Then add the following lines.
        From:     127.0.0.1       no
        FromOrTo: default yes

Hello,

I've got the following two lines in spam.whitelist.rules but my released
emails are still being flagged due to there being too many attachments
in the released email.

From: 127.0.0.1 yes
From: localhost yes

I didn't find anything useful in the MAQ or the MailScanner wiki.

What else do I need to do?

I'm using MailWatch 1.0.2 to manage the quarantine with MS 4.46.2 and
sendmail 8.13.1.
