foobar intall or what?

Did your OS install include all the Perl modules? But the basic perl 
package should have included this file. Do a "locate INET.pm" command. 
You should get something list
    /usr/lib/perl5/5.8.5/IO/Socket/INET.pm

Then do
    rpm -q --verify perl
and check that the RPM installation of perl hasn't become corrupted. You 
should only get a couple of lines of output or thereabouts.
