I don't have a v310.pre file. The only thing I have under
/etc/mail/spamassassin/init.pre
I am using SA 3.1 that came bundled with Mailscanner port and
InstallClamSA for Free BSD.
How do I load the plugins for these?

Are you using SA 3.1.0? If so you need to load the plugins for those
features to
use them.
See /etc/mail/spamassassin/v310.pre
