User level Max Attachment exclusion

Is it possible to skip the Max Attachments check at the user level?
Either I can't get the syntax right for the rule file or it's not
possible.

This is what I put in the file:

From: user at mydomain.com no
FromOrTo: default yes

Also, are there supposed to be spaces or tabs in between each field?
