Actually, if you're using SA 3.1.0, you need to enable the razor plugin in v310.pre.

However, in SA 3.0.x, and lower it's purely automatic.

If you want to see if razor is found by SA, you can run spamassassin --lint -D.
You should see a pile of razor related lines in the debug output.

SA 3.1.0 should have this in the debug output:
