Ooooooh.. wait.. you've got a bigger problem...
debian uses /etc/spamassassin as their siteconfig.
You should not have an /etc/mail/spamassassin directory at all.
Move your files up to the proper siteconfig path and rmdir /etc/mail/spamassassin.
