If you can't enable RBL checks you should consider getting the Spamcop top 200
list from SARE and updating it with RDJ.

For sites running RBLs, this is a subset of RCVD_IN_BL_SPAMCOP_NET, but if you
can't run RBLs this at least gets you the top 200 offenders.
