Take 2: MailScanner children dying and not picking up new mail

While that version worked okay, it was inefficient as it would insist on
shutting down all the MailScanner children before starting up new ones.

I have now modified it to start up new ones as required (i.e. how it
worked before I started tweaking it). But having you patching patches is
a mess, so I will release a new beta.

This will be 4.42.8 and should appear in the next few minutes.
