Header added to outgoing messages

I gave the latest beta a try, but still get the header
X-MailScanner: Found to be clean .
I also noticed that, no matter what rulesets I use, email to every domain
on my server is scanned.

Let's say "domains.to.scan.rules" looks like this:
To:             a.com                 yes
To:             b.com                 yes
To:             default               no

Strangely enough, mail to "c.com" on the server is scanned now ?!
Has the default behaviour of parsing the rulesets changed
in any of the latest releases ?
