SA userprefs stored in SQL

I am using the CustomConfig to do that, I had it working great on an old
server until a little hitch with MailScanner maintaining mysql connections
on the new one...  haven't had time to figure out the issue, but look at
CustomConfig.pm, I am using it to obtain if the domain should want mail
scanned, the score, actions, etc...
