No, /usr/local.

So /usr/local/clamscan, /usr/local/freshclam, etc...

Logwatch doesn't use freshclam, it only reports what is in the logs.

Check in maillog or the clam log in /tmp/ClamAV.update.log

You should be able to find before that.  Look into clam log or try

grep OUTDATED /var/log/*

(assuming a RH system).
