No, it's already there - just can't be found:

yum install perl-Net-CIDR
Gathering header information file(s) from server(s)
Server: Dag RPM Repository for Red Hat Enterprise Linux
Finding updated packages
Downloading needed headers
perl-Net-CIDR is installed and is the latest version.
