Archive Mail - ruleset question

I've set up an Archive Mail ruleset, and it appears that I must restart MS
for it to take affect.

Is that correct behavior?  I don't believe that I do that when I modify
whitelist and blacklist rulesets (but I could be wrong; it's been a while
since I added any).
