The answer to your question however, is that is will do what it says on
the tin and just store the mesage in the quarantine. If you want  
delivery
as well you need to specify where you want it delivered e.g. store  
deliver
spam at tld.com

Not quite true.
If you want to store and deliver to the original recipient, you want  
"store deliver". If you also want to forward the message to some  
other address too, then you should use the "forward" action. The  
syntax for all this is (fairly clearly, I hope) explained in the  
relevant bit of MailScanner.conf.
