In /etc/mail/sendmail.mc:
define(`confBAD_RCPT_THROTTLE',`1')dnl
This will start throttling those connections.

How would one go about doing the same thing for Postfix ?
Postfix comes with a similar feature turned on by default. You can tune
to your system by adjusting (I quote):
smtpd_error_sleep_time (default: 1s)
With Postfix 2.1 and later: the SMTP server response delay after a
client has made more than $smtpd_soft_error_limit errors, and fewer
than $smtpd_hard_error_limit errors, without delivering mail.
You can also tweak the two error limits to taste also.
