SpamAssassin score is always zero

Looking at the maillog entry it looks like MailScanner is also doing RBL
checking (SBL+XBL, spamhaus.org, spamcop.net). Since the message is
already flagged as spam from the RBL checking, doesn't Mailscanner then
skip the SpamAssassin checks?
