Exchange and duplicate message-id with quarantine.

That would probably work, but then I can't follow the message ID's when
someone reports a problem :-)

At the moment, I tell people they have to wait a minimum of one hour, or I
manually extract the quarantined file and send it to them in a separate
email

This works for me, but I don't get that many requests for quarantined files
anymore (fear helps cut down support requests!) ;-)
