URIBL does not work from MailScanner but works from Spamassassin -t or -D

Try soft linking init.pre (default /etc/mail/spamassassin/init.pre) to
the path specified by "SpamAssassin Local Rules Dir" in MailScanner.conf

In my case this worked.
ln -s /etc/mail/spamassassin/init.pre /usr/share/spamassassin/

init.pre is responsible for loading the SURBL, SPF and hashcash plugin.
