_I_ can, and I even _do_ (imagine!), but I'm not looking for using it
myself, but for a customer site that doesn't have people that should be
messing with the main config, but still I want to give the the
possibility of modifying site-specific parts (e.g. per-user
black/whitelist, file filter, etc.)
