filetype rule false positive

Yes, true. Sorry.
The best thing you can do is either tweak filetype.rules.conf to allow
windows executables, or improve the executable-detection in your "magic"
file (read "man magic"). There isn't much I can do about this as I
relying on "file" to do the hard work for me.
