in 3.x there's a new ALL_TRUSTED ruleset (and associated - see the SA
documentation). If you've set trusted networks or not disabled that rule
(it's off by default in the MS distrubuted spam.assassin.prefs.conf),
that could be why the internal stuff is passing.
