phishing detection bug

Don't URLs in emails require a http:// ?  Or at least a tp:// (an ftp
link).  Maybe I'm missing something because I'm not even sure what <a
href="blah"> would do in an email...  On a website that would point to
the subdirectory blah of the current directory, but emails don't have
directories.
