Rule match by Subject: ?

But lots of people aren't.
There is then also the question of detecting the difference between the
"To" envelope field and the "To:" header. People can currently use "To:"
and "To" interchangeably, and they do use this.
The alternative would be to use
header To: <addresses>
header Subject: <subject text>
But that is going to be a real pain in the a**e in the compiler, as it
breaks its view of the rule line.
