Scores for the URIBL_AB within SpamAssassin

I've adjusted the scores for bayes in my spam.assassin.prefs.conf as the
bayes-99 was too low in my view when running net+bayes tests.

There was alot of grumbling on the SA-users lists about how the default
scores changed radically in the SA3.0 upgrade esp for net+bayes scores.

The solution is to manually adjust the scores yourself.
