Non-ending processes

I run 3 MS boxes, Two are quite busy and the 3rd is a little less than so.
I am running Tao Linux 1.0. Whenever I stop MailScanner (using the init
script) on the two busy boxes, I invariably have to kill a ton of sendmail
processes. Most of them are reading data. The MS version is old, but not
ancient and this has always been the case. This means I can't do a 'start'
until this is done due to the port 25 being bound already.
I have waited for these processes to finish normally, but they never seem to
complete. Has there ever been this type of problem with MS or could
something else be amiss? I was under the impression that stopping MS was
supposed to kill the parent sendmail process and, in the same vein, start
stopping the children.
Any suggestions please?
