Not allowing filename

I need to allow files with .qxd.pdf. I thought I did it right in the rules but Mailscanner wont seem to pick up the changes. 
In Mailscanner.conf I have:

# Rulesets directory containing your ".rules" files
%rules-dir% = /etc/MailScanner/rules

In filename.rules.conf I have: 

#Customized by Chris
allow   \.qxd.pdf$              -       -

I read that rules need to be in the rules directory and be named .rules 
So i copied over filename.rules.conf to /etc/Mailscanner/rules/filename.rules, and it still doesn't pick up the changes. 
Here's the message from blocked extension
