Mailscanner can't do that. If you want weighting, it's spamassassin you need to
configure.
SA by default checks spamcop using the rule RCVD_IN_BL_SPAMCOP_NET. So you just
need a score statement to over-ride this.
/etc/mail/spamassassin/local.cf:
score RCVD_IN_BL_SPAMCOP_NET 4.0
