store and delete for spam. meaning?

 It means quarantine but don't deliver. If you didn't add delete then the message would still be delivered.

 Whether you then release that from quarantine to be delivered is up to you.

what does it mean to do:
Spam Actions = store delete
High Scoring Spam Actions = store delete

delete what where? because i can still release from quarantine.
