4.48.4 buglet in Message.pm

Julian,

I upgraded to 4.48.4 and noticed that some syslogging ends
with a trailing " is " with no reason given, looks like
a bug in Message.pm, maybe lines 463, 486, or 576.  See
the attached output, third line.
