Make sure there's something in the incoming spool

Put MailScanner into debug mode (edit MailScanner.conf and change both debug
values to yes).

Stop MailScanner

Run check_mailscanner

This will dump a load of debug to the screen and you should be able to see
whats happening (or not in your case)
