As far as I know, this is the "old folks home" for retired rulesets.  
The Rules_Du_jour script migrates the replaced .cf's to this folder.  
You could probably clean this out periodically.

It's a balancing game, more rules = slower processing, so you need to 
find the mix that suits your environment.

So far, I've been capturing most spam at my site without the use of the 
bayes system.  I read that it can really be a resource hog, but 
necessary of you get a lot of junk.
