In hebrew emails mail scanner puts gibberish in the Subject line

We have no problem here with sendmail and subject lines containing 
accented characters (but not Hebrew).

All Subject lines should not contain any 8-bit or UTF-8 character.  All 
those characters should be converted into "normal" characters, usually 
using QP (Quoted Printable) by the MUA, but some don't do it.  Our 
sendmail config does not accept 8-bit characters in headers and 
translates them into "X".
