As it says, you can remove the setting with
Unrar Command =
in MailScanner.conf, or else install unrar. You can get RPMs of unrar from
http://dag.wieers.com/packages/unrar/

Best solution is obviously to install unrar :-)

Also, make sure you have
Find Archives By Content = yes
