whitelist processing question.

hi,

I have searched a bit for this answer but no luck..
What order do the spam.whitelist rules get processed?

say i want to NOT whitelist a certain ip address from my range
(secondary MX).
but i DO want to whitelist all of the other IP addresses..
Will this work?

From:   192.168.1.10    no
From:   192.168.1.      yes

does it match the first rule and exit?
if so i have something misconfigured cause even my secondary is getting
whitelisted and spammers like to send through it.
but i'd like it there for redundancy in case my primary breaks.
