Blocking a single user

Your best bet would be to use your MTA to do this. In sendmail, for
example, you could put their addresses in the access db with the
"REJECT" value for each address.
If you really want MailScanner to do it, then the usual trick is to set
Is Definitely Spam = %rules-dir%/your.address.rules
Definite Spam Is High Scoring = yes
High Scoring Spam Actions = delete
And in the "your.address.rules" file, put lines like this:
From: deleteme at nasty.com yes
And a default rule
FromOrTo: default no
