All that means is that syslog won't flush all pending messages to disk
immediately it recieves them.  The downside of this is if the system
crashes you may lose a few messages.  The upside is that it reduces disk
I/O.  Given that MailScanner is pretty heavy in the disk I/O department
(especially if you've not got the work area in tmpfs) this is generally
considered a good idea.
