Try running the command below as the user who is running MailScanner,
typically root or postfix:

spamassassin -D -p /etc/MailScanner/spam.assassin.prefs.conf --test <
test.email.that.hits.surbl

Note that your path to spam.assassin.prefs.conf may vary.
