Okay, here is another thought, since your relay is
"mail-2.comtec-europe.co.uk", it is hitting the first "From:" rule in
your rules/filename.rules, which of course will send it to
filename.rules.conf, rather than allow...

Try pointing comtec-europe.co.uk to allow.filename.rules.conf and see if
that makes a difference.
