MCP - Per user based ?

Oh... ! basically one my user want to block mails which have "Market Report"
word in subject line. But all other marketing department want to deliver
that mails. same more cobinations are there. Simpaly, users want to block
mails based on subject and body individually.

 Then How I should handle that ??

Plz help !!
