SA 3.0.0, what other local cf files?

If you have MailScanner configured thus:

Always Include SpamAssassin Report = yes

and you view the headers of the message and you see a SpamAssassin score, but
you don't see a SURBL item listed in it, then I would say the SURBLs aen't working
for you.
