SA 3.0.0, what other local cf files?

Yes, antidrug is built into SA 3.0.

I'm quite happy in general with the scores the rules got too. It's a little
odd that DRUGS_ERECTILE_OBFU scores low when net checks are enabled, but I
suspect a lot of that is due to the incredible power of the SURBL lists
causing overlap.
