Yet another rules question

Files can be anywhere. If a filename ends in .rule or .rules then it tends
to think they are rulesets. It is unfortunate that there are really 2
distinct sorts of rules in MailScanner, the From/To rulesets and the
allow/deny filename/filetype rules.
