user_prefs file

I am in the process of putting together a module to look up a
White/Black list entry in an MySql db. I have "borrowed" tons from the
example ByDomainSpamWhitelist (provided by Julian Field). This function
does not work it is still in the pre-alpha stage. I would appreciate any
comments/suggestions from anyone. Basically it is a mirror of
ByDomainSpamWhitelist and instead of getting information from a file it
gets it from the dB.

You can look up the destination's email address as seen by MailScanner,
but that doesn't necessarily map to a single known user on your system.
Aliases make a good example of when this is not the case.

There are some examples of various things in CustomConfig.pm, start
there.
