Cannot get SURBL working

1. Make sure you have the Net::DNS Perl module installed (SA requires
this to do any sort of SURBL lookup)

2. Make sure in your spam.assassin.prefs.conf that you have:

skip_rbl_checks 0

and some sufficiently high scores:

# use URIBL support
score URIBL_SBL 4.0
score URIBL_SC_SURBL    4.0
score URIBL_WS_SURBL    4.0
score URIBL_PH_SURBL    4.0
score URIBL_OB_SURBL    4.0
score URIBL_AB_SURBL    4.0
