When MailScanner is running on a message, there is no way for it to know
the final recipient address, as that is only determined by the MTA
immediately before it calls the local mail delivery agent (MDA). So
MailScanner wouldn't know what to look up.
There is code in CustomConfig.pm that will implement per-user white and
blacklists for you in MailScanner.
