Using SpamAssassin for per-user whitelists?

I know there have been issues in the past with MS + exim and per-user
whitelists with multiple recipients.  Now that SA 3.0 supports storing
user preferences via SQL, it looks like it should be possible to use
that for per-user whitelists.  Am I on track here?  That is, will using
SA's per-user whitelists eliminate the multiple recipient issue in MS?
