yes, messed up dependency. The mailscanner release notes say that
MIME-Base64 3.01 is needed, but MIME-tools 5.412 needs 3.03 at least.

- Added MIME-tools 5.412 and MIME-Base64 3.03. You must have 3.01 or newer now.

not wrong, but insufficient.
