RBL checks not being done?

No, MailScanner never uses the contents of the message to decide to avoid
doing any checks. The only time the message content is used is to avoid
multiple signatures on clean messages.

Have you tried
         Debug = yes
         Debug SpamAssassin = yes
and seeing what the SA output on the system shows? This should do a few DNS
checks to prove that its DNS is working, and then tell you what it is
looking up.

Errr... won't have have rather a large effect on the SA checks on the test
system?
It won't affect the MS checks though.
